World Vision opened its office in Vanuatu between 1981 and 1982. During the beginning stages, the need for good leadership was seen as a priority within the churches and the newly independent government of Vanuatu. Thus, two main areas of ministry focus were human resources development, and income generating activities. Projects assisting groups to establish small scale income generating projects such as fishing and poultry were developed to encourage income generating activities for marginalized communities of Vanuatu. Disaster and relief projects and community-based integrated development programs have also been developed on the various islands of Vanuatu. World Vision also acts as a funding organization that assists victims in times of natural disasters within its project target communities, especially during the annual cyclone season.
